Delay while recording voice overs

Hello-
I recently purchased a Samson CO1U USB Mic to use with Adobe Premiere Pro CS3 (Windows Vista). Whenever I attempt to record voice-overs I get a 1 second delay between the time I say something and the time it comes out the Speakers. Has anyone had this problem? Please Help!! (I've made the USB Mic my default recording device....I've put on headphones while recording and the problem still exists.) i even tried recording my voice in another program (Windows Movie Maker) and i still get the 1 second delay!!! It's Frustrating :X ......I'll add one more thing to this....I've also attempted tp use a different brand USB MIC.
