Hi Pat,
Can you post some still frames, or maybe a short run?
Color shifts: I've noticed that in H.264 export (1080P in our case), not a Premiere, but an Apple issue as far as I know, Windows Media export doesn't show that problem.
Frame blending: Well, you can uncheck that in the timeline if it's causing issues. The only time I've seen those issues was when trying to export at a different frame, which you can't do.
