Video cannot be moved by less than it's smallest sample (frames per second). Audio can be moved by it's own smallest sample (sample rate) that means video is a frame a time, but audio can move in its 48Khz or 44.1kHz sample rate.
This function is activated in the small triangle top right of the timeline panel "Show Audio Time Units". Switch it off once you're done. This shift can only work in the timeline, not the source.
If the vision is out - it's out.
Generally the vision leading the out of sync audio can work, you see it then you hear it. Cause and effect. But hearing it then seeing it won't work as it disturbs the cause and effect concept our brains accept.
