Go into the title designer...open the templates where there should be a directory named "Mattes".

There will be a file called "Matte letterbox" that will give you the black top and bottom with transparency in the middle.

Save it as a title and place it on a layer above all your editing video tracks...v5 or v8 or whatever...and edit underneath, using your Effect Control-position parameter to move any 4:3 footage up and down to optimize what's visible.

Works nicely.
