Letterbox black bars on top and bottom

Hi,

What's the best way to put letterbox black bars on a timeline? I've found sites that allow you to download a letterbox file and place it on top of the timeline, and then they tell you to adjust the alpha channel. I don't know what this means, so can someone please tell me the best way to do this? Whether it's a download file or just a custom job when you use the "letterbox matte" or whatever it's called in the import window.
