Volume levels

I use Adobe Premiere Pro CS3, and was wondering at which level I should aiming for my final output volume?
Using the volume gauge to the right of the timeline, I aim for about -6, is this right, or should be aiming higher?
FWIW, I'm using 48khz PAL output for the British viewer.
