If you use HD in an SD project you'll get a better result. But you are still restricted by the pixel count. HD and HDV are not all that high quality for zooming in - sorry if you thought different. Try using the clip in an SD project see how that looks. If you like it you can export that SD one and then import the SD version into the HD project and make sure it is fit to scale by right clicking on it when in the timeline.
