Tools Panel

Hi, I'm having a small problem with Adobe Premiere Pro CS3. The tools panel (where the arrow, razor, pen tool, and other tools are displayed) has been looking strange. The pen tool icon is the only one that shows up, and it kind of looks like the other icons are behind it, can't tell. It's happened twice now, and trying a another workspace set-up doesn't fix it. When I open a new project all the tools are there again, but that doesn't help when I've been working on a project and can't access the tools I need. Any advice? Thank you, Donovan
