The golden rule of video editing: AVOID format conversions like the plague.
If you shot in PAL, keep it PAL, if you shot NTSC, keep it NTSC.
If you shot DV, keep it in DV until you have finalized your editing. Only then convert to MPEG2-DVD for final delivery.
