Best settings for high quality video output

I want to import my DV video into Adobe Premier Pro (on PC) and need to know what the best, highest quality settings I need tgo enter to output the very best high quality finished product. I don't care how large the file is.

Because I'm in New Zealand should I select PAL even though the DVDs I will output don't seem to matter if PAL or NTSC.
