transfer film to NLE for editing?

What is the process for getting film say 35 mm taken of a family vacation and getting it in to final cut or premiere for editing and then back again. I have read of people doing this, but I don't have the foggiest idea of what is needed or even the cost of doing this. Can it be done at a home base business or do I need to take it some company and leave my first born as a down payment?

Someone enlighten me!
