Closed captioning with Premiere Pro

I would appreciate any guidance in how to do closed captioning with Premiere Pro such as whether it is possible or whether additional software is required. The perfect world would provide a means to import and assign text files to a clip and provide some way to turn it on and off. Thanks in advance for any helpful responses.
