Fancy Blur Effect...anyone?

Hey Premiere Gurus,
I would like to make a transitional edit between two clips using a fancy blur effect (somewhat like a wipe transition) and i was wondering what the best preset would be to use and at what settings (i'm on premiere pro 2.0). also, are there any tricks of the trade anyone can suggest, like overlaying a layer on top of another, etc. and if any of you could point me to a free online tutorial that would also be really cool!
