Who would have thought! I had Total Recorder selected as my Microphone playback for "Speech" usage. I disabled it and the premiere Pro 2 boots up just fine. I had nothing in the literature that indicated such a problem might occur and I've spent a lot of hours cleaning up files, uninstalling, installing etc and thanks to you here and a few on the Canopus forum I feel fine again and my problem with the boot up is resolved. I truly want to thank all of you for giving an inept guy like myself a boost. Thanks a bunch.
One other question, why did Mr. Gates require practically every file be saved as a duplicate in the Documents and Settings folder?
