Premiere Sampling Rates.

I have 6 audio tracks for a 5.1 mix and they line up perfectly with the video. The project in Premiere is set to 48.1khz and the audio was output to 44.1Khz. I export the audio seperatley and drop it in the timeline in Encore and the AC3 track is still the same length as the video, but the sound slowly gets ahead of the video. Is this a sampling rate issue? I am using the 24P Panasonic Project preset in Premiere and the sound was done in Digital performer at 24 frame, since it does not have the option of 23.97. Anyone have any ideas???
