I assume you mean Axio LE, if so, this is all pretty simple and should be easy to find in the Axio docs.
If you are working in an HDV based project, you can simply change the Project playback settings to Standard Definition and you can playout or record to SD tape.
As far as creating MPEG2 files, simply use the Matrox Media Encoder.
