Premiere Pro 2.0 hanging on Export to DVD - 2 Part Question.

OK, first, when I export to DVD, I choose my custom settings. Min. BR is 4, target is 5.5, Max is 6.5. When I choose 2 Pass VBR, it stops at between 9 and 12%. If I hit cancel, it asks if I am sure I want to, I say yes, and it just sits there and never does anything. I have to reboot. If I choose 1 Pass VBR it renders completely.
Next. This was shot on a AG100A 24PA. When I made my first DVD I chose 23.97 frame rate, same as footage I assume, and the sound was way behind and got worse, then the footage towards the end of the movie looked as if it was missing frames. What is the best, or suggested, frame rate for this type of project for encoding?
