Output to NTSC Monitor

I have a Matrox RT.x10 that outputs from Premiere to an external monitor.

I would have to upgrade to output from AE or Photoshop. I'm also concerned about the bugginess of the drivers in my PC.

Is there a device that will output from Premier, AE, etc to an external monitor? I would look it up on Google but I don't know what to call it.
