Hi,
As far as i know you cant automate in Premiere Pro, I have also looked at creating at dot net program that would automate tasks in premiere but that seems a no go to. After effects on the other hand (only the pro version) lets you run scripts that you can create in a .txt editor. This will let you automate all your steps and can even be run through the command prompt. You would need to read the documentation on writing scripts and give a bit of time to trial and error! hope this helps.
