I am not sure as to what you are asking.

You say:
[nils palmen] "when i looked at the non-rendered file at speed-up, it looked like very sharp - photo like images."
and
[nils palmen] "after the rendering it seemed like premire had add a sort of motion blur"

As far as I know, Premiere Pro doesn't change the output settings or adds a motion blur by default.
