The Shadowplay way to create that text (as far as I can gather) is to hand print the letters, photocopy them, trace the copy several times and colour in these tracings, and finally scan them back into the computer before compositing in AE. A quicker, though not as visually interesting, method is to use a similar typeface (like Agent Orange) and play around with the scribble effect.
