A motivated edit is one which has a reason to be. It could be anything from we hear someone so we look, or that moment in story is enhanced by changing our pov. That reason could be as you suggest of course. To lead the audience deeper. It's cutting to move the story or enhance the moment, or reflect an emotion as well.
It may well be where you'd look if you were standing there.
