NO, you cannot, video out is something that the application programer must build into their app. Video out is app specific NOT system wide.

I dont think that Apple uses some special rig. If you have ever watched a keynote you will notice Steve Jobs holding the iPhone or iPad while using it and having the image from the device show on the screen.

I believe that Apple puts a special version of their iOS on to the devices that allows system wide video out. Unfortunately this option is not avalible on the standard software that comes on a iPhone or iPad.
