Ugh Rotation Keyframe Problem

I'm not sure how I have not encountered this problem before, or if I did how I got around it. I have some objects parented to an empty and want to rotate the objects around the empty. However the empty is at a 55 degree angle. Every time I keyframe it rotates around the globals not the local coordinates. Is there any way to make rotation keyframes based on local rotation? I thought that the Rotation Mod might be the key but I cant seem to get that to work for me.
