Hi,
to start we must say that HD is something and Pal/Ntsc is something else.
Frame rate is a different subject matter, all the new screens (LED's, LCD's, Plasmas) are working progressive while interlace is legacy of CRT's. Canon is going to release a new firmware for the 5D with the possibility to record 25, very soon.
