MPEG and SCC workflow issues

I'm delivering Mpeg2 and SCC files separately but I have no way to QC the synch properly without embedding or transcoding. Can anyone suggest an application that "adds" the SCC to the MEPG temporarily such as in Quicktime 7 with MOV/SCC?

I have many choices to accomplish QC but all include extra time in my work flow for this process. I really need to QC video and CC simultaneously. I have tried using MAC caption but because I am delivering for EST SCC does not sync.

Any suggestions or fresh perspectives would be helpful ! Thanks!!!
