If you have the Resolve and Resolve DeckLink driver on partition A, and you boot from partition A, then the system will want to install firmware on the card, that matches the DeckLink driver on partition A, if that firmware is not currently on the card. So lets say you do that. Now the card firmware matches the partition A DeckLink driver. Every time you boot from partition A, the DeckLink driver and firmware match, and everyone is happy.

Now lets say you have another app on partition B, and this app has a different DeckLink driver loaded. When you boot from this partition, the DeckLink driver will see the card firmware does not match (because it was updated to match the driver in partition A) and it will want to update the card firmware. So you update the card firmware, and now the partition B DeckLink driver is happy. But the next time you boot from partition A, the cycle starts all over again.

The only way to avoid this is to have the same DeckLink driver on partition A and B. If the apps on partition A and B don't like that, then you have an issue.

In your case, your only solution would seem to be to load the driver that the non-Resolve partition wants, and HOPE that this does not cause a problem that is a show stopper for your Resolve app.

Or else resign yourself to updating the DeckLink firmware each time you change partitions.
