We're not trying to be difficult but we can't really help you with the info you've given. I stabilise pans all the time with Lock & Load and they work.

If yours doesn't work theres something unique about the codec or the sequence settings, if we see the footage we can try and help you. Check your sequence settings in particular, Lock & load gives bad results if you set the wrong field dominance and FCP gets confused by some codecs and gets the field order wrong (thinks there is field where there isn't)

Without seeeing your footage we can't be more specific than that
