To create a Gradient blur:

Top Layer- Video Clip
Mid Layer - Gradient ( This can be found in the Viewer, Click on the A in the Filmstrip button, Go to Render, Choose Gradient.)
Bottom Layer - Same Clip with a Blur.

This will create a gradient for your blur. Hope this helps.
