Photoshop has preset document settings for specific screen resolutions. If you're working in SD, I usually set the resolution as 720x480, and 4:3 aspect ratio.

The 4:3 aspect ratio will take care of your "square pixels" question as well. PS automatically formats the pixel size if you differentiate between 16:9 and 4:3 aspect ratio. For HD, things get a little more complicated. At the PBS station where I work, HD is 1440x1080. Photoshop also has presets for HD too, depending on if your graphics need to be 720P or 1080i. It never hurts to ask your director or producer.

And when you save your graphics, save them as TIFF images. Make sure you check the "save transparency" box if your compositions have alpha channels. That way, when you import them into Chyron, they will already be transparent and you can place them where you want.
