Configuring Edit Proxies that work

I am trying to configure my edit proxies to use h.264 on final cut server, I am aware that the timecode, frame rate, and frame size for an edit proxy needs to match the original footage.

The problem I am having is that when I upload, for example, hdv footage at 1440 X 1080 when the server creates an h.264 file it sets it at the dimension of 1416 X 1062, I am unsure why the server is doing this, does anyone have any ideas.

I have tried the same settings using compressor on the machine running FCServer and did not have the same issue, it seems to only be happening when the server creates an edit proxy.

This is not an issue when using prores but it was not an issue before when using h.264 either, no major settings have changed.

Does anyone have any idea as to why FCServer is resizing my h.264 files when creating edit proxies?
