Random Edit Proxies Created

Hi all
We're still getting our feet wet here with FCS and it's certainly an interesting package. One strange hiccup I've found and haven't been able to figure out is this:
I upload a FCP Project, everything transfers fine. We have enabled edit proxies so we can edit off site (and I from home) but only random clips actually get a edit proxy generated. I have gone back and analyzed those clips and some get the edit proxy then while others do not. It seems to be a random thing.
I have searched the forums and discussions over at Apple but most posts I've seen are either all the proxies were created or none were created. Anyone else have this problem?
