What do you expect to be done with the text files? Are they time coded? Are they captions? Are they lower thirds? If we're talking graphics/lower thirds, etc, automation will only go so far since the lengths of names and titles are so varied, etc.

There is a plug-in for Final Cut that helps with that, but it still requires human eyes and minor tweaks.

IMHO, full (still only 95-98%) automation take a very high level of sophistication and you'll be easily into a couple hundred grand if not more. If you have a budget like that, help is available. I could personally Applescript a boat ton of logic to help with the contingencies, but it'd be a full time job for sure. I've no doubt a small team could put together something pretty decent inside of a year.
