Not with Boot Camp, which is designed to
boot
your Mac as a Windows computer. There are a number of ways to leave your Mac file where Windows can see it, or vice versa, but it you want to drag and drop, you'll need virtualization software like Desktop or Fusion, which run Windows as an application within your Mac.
