i think the implementation is a bit funky but vid safe lines are a kind of crop in illustrator. when you select the crop tool the options will show up on the top menu bar and the ability to turn various components of the tv safe display on/off. you can also double klik the crop tool to see various display options for which lines of the tv safe display. selecting crop "make or release" allows you to delete them.
