We make software that does this - it's called KillerKeys. It provides the shortcuts for over 100 applications including the entire Adobe Master Collection, Avid, MS Office, etc. It's currently available on Windows and will be available on the Mac shortly.
We also showed our iPad App for KillerKeys at NAB 2012 this year. It connects to the desktop version of KillerKeys and puts all the shortcuts on the iPad. Additionally, you can included customizable widgets such as a track pad and multimedia controller to control the computer and application.
