Removing objects frame by frame in videos with Photoshop

Hi. I have an IMac, Photoshop Elements, and Final Cut Express. Can I use Elements to remove objects, frame by frame, from videos that I make in Final Cut? If so, is it the easiest most efficient way to do this? If not can you recommend software to do this? Thanks.
