adding effects on video in photoshop

Hello I tried recently to add effects on a video layer in photoshop with the effects menu but actually the effect gets applied on one frame only.
Is there a way to apply effects on video layers as U can do in AE ?
I know that when using an adjustment layer you can apply all the modification from the image menu on whatever part of the movie you select by changing the length of the layer but I am still puzzled on how to obtain a similar results while using the effects menu. Thanks for reading me.
