There are applications that you can use to directly capture video and send it out to the net. Then there are applications that can be used for broadcasting by satellite. Then there is the issue of making your "broadcast material" available on the net - this assumes you are broadcasting traditionally and doing IPTV.
In my view, the biggest problem people have when they "broadcast" via the net is that their input device - the camera - is not great. The old adage, garbage in, garbage out - always applies. This is one reason why professional IPTV is usually done via SDI - the incoming video is clean and makes for great compression.
There is an article that I wrote about using SMS software in conjunction with other apps and cards. When researching the topic, look for articles on IPTV, H.264, web casting and the like. That will get you in teh right direction.
