If you are editing for European HDTV, you'll probably just upspeed to 25 fps, right?

So it's up to you if you do that before or after editing, as long as you are editing in ProRes. I've never tried if upspeeding native clips is stable…

Apart from that, I'd decide the workflow based on how you add your sound.
