Blue Ray BD-R capacity? - Dual Layer Reliability/Shelf Life?

Hi,
4.7 gig DVD's actually record 4.37 Computer GB (1000 vs 1024).
What is the actual capacity of Single Layer Blu Ray BD-R? Is it about 23.28?
Is there any reason to think that single layer BD-R will be a more reliable long term storage medium than Dual Layer?
Thanks!
Mitch
