Perhaps I'm not being clear. Blender is not the tool to do this with because Blender is a 3D modeling program and the video you pointed to is a 2D image that's cut up into different planes.
You don't need blender. You can do this with Sony Vegas Pro alone (along with a good photo editing program like Photoshop which you would need with Blender anyway). I explained how briefly in my post. It will be much harder to try and do this in Blender than using Vegas so just use Vegas with 3D Track Motion.
