When you bring an image into Vegas (either portrait or landscape), you need to tell it to match your project properties or you'll end up with black bars or what you're experiencing.
What's happening to you isn't cropping but a result of the image not matching project properties.
Open Pan/Crop, right-click and choose Match Output Aspect, resize the image to the correct size and then rotate it.
Doing that should hopefully get you what you want.
