Is the loop region thing actually causing you problems? If not, then don't worry about it - it's standard behaviour for Vegas and doesn't actually affect most tasks.

If you really are managing to create timeline selections with just a single click (and even outside the timeline) then either you've found a very weird bug, or your mouse is doing double slicks or the shift key is stuck or something like that.
