Timeline vs. DVDA

A DVD produced directly from the timeline seems to me to be sharper than that produced via DVDA using an MPEG2 DVDA template. I need menus so would be very grateful for pointers as to how to optimise picture quality. The Vegas file is 1920x1080, 25FPS PAL.
