hi,
this won't resolve your problem but might shed some light....

in Search programs and files ... type Regedit

when that comes up... type control+f .ogg
what's under that tree? it should list what software you have that already rns .ogg (in my case audition and vegas).

Right click .ogg ... permissions. Who does it think owns the key?
