Yes, if all you have is Vegas Pro 11.0, then you will have to make your own template. In previous versions of Sony Vegas Pro there were Internet templates for 720p but those have been moved to the MainConcept AVC encoder in Vegas Pro 11.0.
Here is the Vegas Pro 10.0 Sony AVC template for Internet 720-30p:
Just make your own based on this and change the frame rate to
59.940 (Double NTSC).
