Update. Trying to basically start over with the rendering process. If I change the settings to CBR 8,000,000 like you mentioned, I noticed that it creates a black flickering on one of the scenes. Re-rendered multiple times and it only affects the videos I use 8,000,000 CBR on.

My project properties were set to "HD 1080-60i (1920x1080, 29.970 fps)"

Is that pretty much pointless if I'm just going to be putting it on a regular DVD anyways? Would that have anything to do with the color issues I'm having?
