The "bug" is actually a "side-effect" that was introduced in Vegas Pro 11.0 when Sony converted all of their DirectX plug-ins to OFX. The script applies the Timecode FX without using any preset and the default preset in Vegas Pro 10 and earlier was the "SMPTE Drop (29.97 fps)" preset. Unfortunately that's not the default in Vegas Pro 11.0. :(

The fix is simple. Just edit the script and comment line 20 and uncomment line 21 from this:

String presetName = null;
//String presetName = "SMPTE Drop (29.97 fps)";

to this:
//String presetName = null;
String presetName = "SMPTE Drop (29.97 fps)";

(i.e., add "//" to line 20 and remove the "//" from line 21). The script will now apply the "SMPTE Drop (29.97 fps)" preset as desired.
