Mike, you need to download the free Preset Manager from the Sony site at http://www.sonycreativesoftware.com/download/utilities
The downloaded presets can be saved anywhere you want as long as you remember where you keep them.
I have a master folder full of various Vegas utilities and keep them in there.
After installing it, open it and you'll see this.

Go File - Open, browse to the Preset folder, click any one of them and click Open.
Now that you're back to the main screen, click on the name and you'll see the words FX Chains appear in the top right window.
Click this word and the Copy to System icon should now be active.
Click on it to copy the presets to your system.

To use it, open up Vegas, drop something on the timeline, click the Event FX button, click Filter Packages, click any one of them and click OK.

You'll be back at the Event FX window with a string of different FX already applied.
These are what make up the preset.
Exit this to see what the event now looks like.
If you don't like it, delete all of them and try another one.
Have fun playing!!
